The objective of the TAIS project is to develop and demonstrate an innovative, integrated and efficient solution for the management of parking compliance in urban environments through the deployment of a smart phone application for use by parking attendants and senior management. This will replace existing hand-held computers and obsolete applications which are based on older hardware platforms running legacy operating systems and are cumbersome, heavy and slow to use.
TAIS is being built on TES’ extensive experience in the Parking and Traffic Management sectors. TES developed the world’s first compliance display map (CDM) which was successfully deployed by LOCOG at the London Olympics in 2012. This CDM is currently being developed further to underpin the new mobile application.
Combined with the CDM, TAIS will seamlessly connect to TES Mobile automatic number plate recognition (ANPR) systems to provide a truly integrated enforcement solution that is both cost effective and easy for authorities to use. By automating the collection of enforcement data from initial detection of a contravention through to issue of a ticket requiring minimal input /checks by the user it will increase operational efficiency further. TES believes no other system on the market can currently delivers this functionality on a smart phone platform.

It is challenging for local authorities and private organisations providing urban parking to balance the resource requirements for having enough parking monitoring resources, when you contemplate that there are over 35,000,000 registered vehicles on the road in the UK alone, and the RAC estimates there is only enough publicly available parking spaces to accommodate 30% of these vehicles at any one time, the challenge of being able to monitor enough vehicles is immense.
Currently it takes a parking attendant up to four minutes to identify if a vehicle complies with the parking restrictions. This includes checks against cashless payment systems and observations of the vehicle for a permit or pay and display tickets.
TAIS allows Civil Enforcement Officers to identify a contravention in well under a minute using data captured by ANPR and processed in real time by CDM. The subsequent enforcement data and evidence is then transferred to the council back office from the TAIS App in real time making it instantly visible to back office staff.
TES are pleased to announce that they have just been granted a patent by the Intellectual Property Office on their Spotter (TM) solution in the UK, the system identifies the CEO closest to a potential contravention detected by an ANPR vehicle.
